can activesync be setup through code?

Hi,

I am writing a small desktop application that communicates with a PocketPC
or smartphone using RAPI and can transfer data to and from them. My problem
is, in order for the application to work I must setup an ActiveSync
connection by starting
Activesync and setting up a partnership, but if possible I would like to do
this through code. (Instead of relying on an end user!). Has anyone done this?

Basically I want to stop Activesync from autostarting when a phone is
connected via USB or Infrared etc (is there a registery setting?)

And I want to start Activesync, and setup a partnership with a device using
my own code.
