cannot add a new website in IIS

For some reason, when I right click on default web site
and select "new" I'm not given the option to create a new
web site. This is iis 5.0, and I am a member of the
administrators group.

The only options available after selecting new
are "virtual Directory", "Server Extensions Web",
and "Server Extensions Administrator"

What am I missing here. This can't be that tough.
