cannot find server message

I cannot access security pages online. I can browse the
entire website, but cannot enter a billing page or access
encrypted areas to pay bills or order items online. I have
downloaded increased encryption, reset security settings,
everything I have been instructed to try but still
get "Cannot find server" or "Page not available" messages.
Help!!!!!!!!!!!!!!!!!
