I have a MOM 2005 installation that was an upgrade from a default
installation of MOM 2000. I have just recently been working on the
reports and found that I needed to create this new user but got to the
point where I needed ExchangeMOMSetCredentialUtility.exe and it's not in
the OnePoint folder. I searched both of the MOM folders under Program
files and can't find it. Can anyone lead me to the file?

This has changed for me a bit. When I first asked about this I had two
folders under program files.

MOM 2000 and Mom 2005

Under the MOM 2000 I had a OnePoint folder, where I beleive the
ExchangeMOMSetCredentialUtility.exe is supposed to be.

I was working on another issue I had with management packs and
reinstalled all of them. And now I no longer have the Onepoint folder
under MOM 2000. There is a folder called Active Operations.

Then under MOM 2005 I have all sorts of folders but still no
ExchangeMOMSetCredentialUtility.exe in any of them. Does someone have an
idea of where this file might be or how I can extract it from the source?

The Exchange 2003 SP1 Management Pack for MOM, no longer uses
ExchangeMOMSetCredentialUtility.exe, it is replaced by the
Configuration Wizard, which is all that you need - get it here:
