Changing default in Message Rules

Can anyone tell me how to change the default in Outlook
Express Message Rules for #3 "Rule Description" "Apply
this rule after message arrives"? It seems foolish that
I can choose "Do not Download from the Server", but
only "After message arrives". I have tried to find a way
to change this but with no success. Anyone have a
suggestion how to fix this?
