Default Deny for internal interface

Hello!

How can I deny a traffic, that coming from the internal network and
going to the internal interface? I need to allow the NetBIOS traffic from
administrators client set and deny this traffic from other client sets.

Thanks.

ISA does not filter traffic to/from the internal side.
You may also want to rethink this idea - "NetBIOS traffic" is a catch-all for many protocols.

You could use the IP filtering on the network adaptor's properties. You
could also do it at switch/router level if you have kit that allows it.
