Dial up networking problems

I have an old computer with NT 4.0 trying to install AOL.
I keep getting the following error messages:
"cannot load the REMOTE ACCESS CONNECTION MANAGER SERVICE"
Error 711 RASMAN Initialization Failure.

Also receive Rasphone.exe application error and DHCP
client could not optain an IP Address.

Any suggestions how to make this work on the internet?
