How can I use the USB HD in Virtual machine after I plug a USB HD to the
host machine?

You can't directly as there is no support currently in either Virtual
Server or Virtual PC for USB devices beyond pass-through support for
mice and keyboards. If you need to use storage space on the USB drive
from a guest, you'll need to share it over the network from the host and
then connect to it from the guest.
