Default Enterprise Manager Snap-in Fails to Initialise


I have just installed Windows2003 Server from scratch and then installed SQL
Server 2000 and applied SP3. That is all that is on the machine. When I try
to launch Enterprise Manager I get this message:

Snap-in failed to initialize.
Name Microsoft Enterprise Manager
CLSID:{...

Everything seems ok but I haven't really started using it yet in case I need
to reinstall. I have done a few searches but failed to turn anything up.
Has anyone heard of anything like this?

There are a couple pages on this error that involve
everything from a registry edit to replacing EM from a SQL
CD. If you copy and paste your full error into google and
search you will find the pages.
