Exch 2003 long reboot time

that stops the mta and other exchange services and then do
a shut down this was a major issue with NT4 and exchange
5.5 exchange could take up to 30 mins to shut down unless
this was done.. DO NOT HIT THE POWER BUTTON the system is
stuck and you will wreck exchange...
