File Locking Issue

I since found the answer to this question myself. I'll go ahead and
post this maybe for someone that comes along after me that will see a
solution to the bug in Windows XP (is it ever anything else?) that is
causing it.

Here's a program that will at least help mitigate the issue and allow
the deletion without the reboot:

yes, you have found your answer. when a file or folder is locked by windows
, a reboot or deletion in safe mode is the only way ....
