group policies not being applied

I've set up a test ou to try out group policies (to hide
screen saver tab, and password protect it etc.). When i
log on at the server as the test user, the policies are
applied, but everywhere else they are not. What am i
doing wrong?

It is difficult to answer because your scenario is not clear for me. Just
check where your policies are defined (on user or computer level), check
policy inheritance and overriding settings. Also it is good to use GPMC to
check policy result for specific user/computer.
