Default how to add a service in gp?

I have machines on my domain that use DOS programs that start there own
services. On the domain controller i have been trying to add the service in
the Group Policy Object Editor (Computer configuration->Win. settings->
system services) but havent found a way to do it?
Seems to be only the services that are on the server?

One way to do this is to use the Security Templates mmc snapin on
a machine that does have those services, define a new template, and
when you access the services section it should populate. After the
template is saved, edit it in such as notepad to remove all but the
services of interest. Take this template to where you edit GPOs and
import it into a GPO (make sure that the security settings for the services
includes the account used to run the service and System at a minimum).
