Default How to disable the prompt for username + pass in IE ?

- A user doesn't has permission to use internet
- Proxy is configured in IE 6 (for example: 192.168.0.1:8080)
- When user starts IE, it prompts for a username and password.

I want to disable this last thing, else it's possible for a user to fill in
the username and password of a user which has internet acces.

Question is how
