It's probably a Policies value doing it.

I don't know for sure if there is one (though would undoubtedly find it
if I tried searching for it if there is) but what I would probably do is
try using the dialog with RegMon active. (RegMon is freeware from
SysInternals. I don't have your OS but I think there is a version of
RegMon available for it.)
