I'm getting this error on many MSIs I try to install. I'm able to install
Widows Update updates just fine.

I'm running XP build 2600.xpsp2.030422-1633 Service Pack 1.
I have the 1.1 .NET runtime installed, including VS.NET 2003.

I get this error also when I build an MSI in VS.NET 2003 and try to install
it.

I am running in an account that is an administrator on the machine where I
have the trouble.
I suspect there might be a registry setting somewhere that needs to be
tweaked.
