Can anyone explain how the licensing works for Timesheet
employees.

We have used greater than 100 timesheet employees, but
currently have less than 100 active employees entering in
time.

The system is no longer allowing new employees to enter
time, even though the number of active users is less than
100.

What rule does the license apply?
How do you increase this license count?
