"Modify Shared Web Part" changes not kept

When I click "Modify Shared Web Part" and update one or another of the
properties, the change is not kept.

For instance, I wanted to change the name of the Report Explorer, a
webpart associated with Reporting Services. I click "Modify Shared Web
Part," change the name, click "Apply", then "OK" and the new name
appears. When I click "View Page" from the Actions list though, the
old name reappears. It's as if I never made the change.

In another case, I have a list view web part for which I want to
specify a particular help URL. I click "Modify Shared Web Part",
expand "Advanced", then update the help link, click "Apply" and "OK".
Everything appears to work fine -- I can click on help and see the
correct help page. However, when I click "View Page" from the Actions
list, the old help destination is back.

What am I doing wrong?
