Default NTUser.dat

I am preparing customized Windows 2000 Pro machines using RIS; doing this in
conjunction with the .sif file, cmdlines.txt and Software Deployment through
GPO in Active Directory.

What I want to do is include a customized version of ntuser.dat in
C:\Do***ents and Settings\Default User. I want to overwrite the existing
version. Now I know I can create a profile in %LOGONSERVER%\Default User
which would include my custom NTUSER.DAT and would be downloaded to client
PC's but I would prefer this to be incorporated into my freshly RIS'd
machine.

I have tried using CMDLINES.TXT to copy NTUSER.DAT into C:\Do***ents and
Settings\Default User, using ATTRIB command to unhide the directory. I know
my CMDLINES.TXT is working because other operations it performs are
happening.

Two questions:
- when is NTUSER.DAT created on a freshly built machine? Perhaps my custom

searched for it and can't find anything that resembles it. I can only assume
the OS creates it on the fly.
