Outlook Statup Error

The following error occurs when I attempt to start Outlook on my Windows
2000 laptop...

"You need Microsoft Internet Explorer 4.01 or later to use this feature."

The kicker is that I do have internet explorer 6.0 installed? Somehow the
registry setting has been removed. I have re-installed from the Microsoft
site multiple time to no avail? Any ideas on how to get Outlook to see that
I do have IE installed. I also think this is affecting my FrontPage install
but that error message is completely illegible.
