Default Problem with 823980 patch


After installing the Security Update for Windows 2000
(823980) [The new RPC patch] on a Microsoft Small Business
Server 4.5 (NT 4.0) running Exchange 5.5 w/ Outlook Web
Access enabled, we had the following issues:

1. Web sites would not load using IE 6 SP1, even
though the sites were ping-able from the command prompt.
(Generic DNS/Site not found Error)
2. No systems could connect to the Outlook Web Access
website. (Generic DNS/Site not found Error)
3. Starting up IIS Administrator would hang the
related MMC.
4. The Exchange Administrator MMC would hang if
accessing the "Dial-up connections" tab in the 'Internet
Mail Service' Connector properties.
5. Internet Explorer would hang if accessing
the 'Connections' tab in Properties.
6. The World Wide Web Publishing Service could not be
restarted, and said it was running, although event viewer
said "The World Wide Web Publishing Service service hung
on starting."
7. Event Viewer listed the following errors on each
reboot (trying to restart these services returned the same
error:

In System Log:

Event ID:7001: Source: Service Control Manager:
The Remote Access Server service depends on the Remote
Access Connection Manager service which failed to start
because of the following error:
The specified module could not be found
Event ID: 7023: Source: Service Control Manager:
The Remote Access Connection Manager service terminated
with the following error:
The specified module could not be found
Event ID: 20067: Source: Remote Access: Remote
Access Connection Manager failed to start because the
Point to Point Protocol failed to initialize
Event ID: 20074: Source: Remote Access: Point to
Point Protocol engine was unable to load the module

In Application Log (Multiple instances of the errors
below):

Event ID: 1000: Source: Microsoft Internet: The
description for Event ID ( 1000 ) in Source ( Microsoft
Internet Explorer ) could not be found. It contains the
following insertion string(s): iexplore.exe,
6.0.2800.1106, ntdll.dll, 4.0.1381.7212, 00028d33.
Event ID: 1008: Source: Perflib: The Open
Procedure for service "Fax" in DLL "C:\WINNT.SBS\system32
\faxperf.dll" failed. Performance data for this service
will not be available. Status code returned is DWORD 0.
Event ID: 2004: Source: ModemSharingPrf: Unable
to open the ModemSharingServer driver for getting
performance data. Status code returned in data.
Event ID: 1008: Source: Perflib: The Open
Procedure for service "ModemSharingServer" in
DLL "modemshr.dll" failed. Performance data for this
service will not be available. Status code returned is
DWORD 0.
Event ID: 1001: Source: SQLCTR70: The
description for Event ID ( 1001 ) in Source ( SQLCTR70 )
could not be found. It contains the following insertion
string(s): Unable to open shared memory segment..
Event ID: 1001: Source: SQLCTR70: The
description for Event ID ( 1001 ) in Source ( SQLCTR70 )
could not be found. It contains the following insertion
string(s): SQL Performance DLL Open function failed..
Event ID: 1008: Source: Perflib: The Open
Procedure for service "MSSQLServer" in DLL "SQLCTR70.DLL"
failed. Performance data for this service will not be
available. Status code returned is DWORD 0.
Event ID: 2001: Source: rasctrs: The description
for Event ID ( 2001 ) in Source ( rasctrs ) could not be
found. It contains the following insertion string(s): .
Event ID: 1008: Source: Perflib: The Open
Procedure for service "RemoteAccess" in DLL "rasctrs.dll"
failed. Performance data for this service will not be
available. Status code returned is DWORD 0.

Removing this patch restored system functionality. Please
advise on how we can patch this system and retain needed
functionality.

Sorry, the update I Installed was for NT4, NOT 2000! Cut
and paste error!

It looks like you installed 823803 as well as your RAS error messages are
related to it. Remove it and they should go away. As for the other errors
they may be related so try this first. Read down for more on 823803.

Anyway, don't install the ms03-029 on your SBS 4.5 because it will break
RAS.

It looks like the RAS problems were solved with the
removal of the 823803 patch, as I did remove that one
right before removing 823980. I re-added 823980 and it
worked fine. I did have my Internet Mail Service
connector in Exchange 5.5 stop unexpectedly after a reboot
after the 823980 patch, though I restarted it and it's
been fine since, but I'm still monitoring it closely.

A fixed version of 823803's been released. This version *does* work.
