You can't do it when you have your Exchange 2003 on a
windows 2000 server - it need to be installed on a Windows
2003 server

Default RCP over HTTP on Windows 2000 + Exchange 2003



Using RPC over HTTP has several requirements that are much better described
in the "What's New in Exchange 2003" guide found in
http://microsoft.com/exchange/library. This includes pretty decent steps on
the deployment. As a quick recap for others:
- Requires at least one Windows 2003 Global Catalog server/Domain Controller
in the AD domain
- Requires Exchange 2003 to be running on Windows 2003 Server
- If you use FE/BE configuration, requires FE to be running Windows 2003
with RPC proxy as well
- Requires Windows XP SP1 with a hotfix and Outlook 2003 on the client side
