I can't start explorer this way. Netconnections rely on explorer to show. The non explorer control panel applets work fine (eg control desktop). As does any other program (eg cmd, notepad, or any non explorer.exe..

Holding down the shift key when r/clicking puts the runas on the menu.

Anyway I thought explorer because it's the shell and another user is invoking it may be tring to load as desktop/start menu rather than file & folder browser. Ending explorer.exe (in task manager) for the current user allows explorer top be restarted by run as. Then the Start menu will appear but in the runas security setting.
