I have installed SP4 and am experiencing the exact same
problem - file downloads using IE 6 no longer work.

Has this problem been submitted to Microsoft for
resolution ?

How common is this problem ?

I finally tracked this one to Symantec Internet Security Family Edition
2001. As I had foolishy opted not to back up Sp-3 before installing Sp-4, I
uninstalled Norton and am running AVG 6.0... The advice on the Norton site
is to update Antivirus BEFORE you install Sp-4. I couldn't find a standalone
download for the patch so went with the above mentioned solution. If you
have the luxury of reverting to Sp-3 (or earlier), do so, update
Symantec/Norton and then re-instlal Sp-4. According to Norton, it SHOULD
work!
