Stuck on 16 colors and 640 x 480

I am stuck on 16 colors and 640 x 480 pixels. When I try to change I can see
it slip back to 16 and 640 as I hit the apply buttons. I have tried
everything including reloading windows 98 *up grade). It just always looks
like safe mode.
