Terminal Services and the use of Console

How can I force in Windows 2003 Server Terminal Services to only accept
connections thru the Remote Desktop using the Console parameter and to only
accept one connection at a time?

You will be able to do this through the Terminal Services Configuration MMC
on the TS box.
