Default The offline files tab

I have two computers. In one computer, the offline files
tab is available in the [My Computer]'s folder options.
But other computer is NOT available in the folder options.
Why is it so? How can I make the offline files tab be
available again in that other computer?

BTW, an easy way to find posts more than 12 hours old is to use the Google Groups
Advanced Search form for your searches. In the "Return only messages where the
author is" box enter your name, further refine your query using the Newsgroup and
Subject box, and then submit the search.
