unable to get hyperlinks to work

I have a user who decided to fix her outlook express
5 'problem' herself. She is unsure what she did but now
when she receives a message with a link in it, then clicks
on it, a small message box appears that states that the
link cannot be opened because "PROGRAM.exe cannot be
found". Any ideas on how to resolve this?
