the highest Level of education or is Specialist
certification the highest?

Each can be taken individially, and you will either be
proficient (applies to all apps, whether you to one or
more), expert (pass either excel or word or both at
expert) or master (pass word AND excel at expert level AND
pass the other three at the proficiency level). Master is
the highest and is better than just the specialist.
