In WSS3 Central administration, when you clcik on display all site content it only displays the administration Site. Is that correct?

Is there an overall admin that displays the default site and all its sub sites????

Yes, this is expected functionality.

The WSS v3 Central Administration is a top level site by itself with a
separate database in sql server to store its data and settings. View all
site content will simply show you components of this site.

To view all site collections on the Web Application, you can navigate to
Central Administration --> Application Management --> Site Collection List.
