Default Windows 2000 could not locate a license server



My terminal server running in application server mode cannot connect to the
licensing server and generates this event 1010 in the system event log:

"The terminal services could not locate a license server. Confirm that all
license servers on the network are registered in WINS\DNS, accepting network
requests, and the Terminal Services Licensing Service is running."

I have added the following registry key to define the default license server
but this has not resolved the issue.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\TermService\Parameters
Name: DefaultLicenseServer
Data type: REG_SZ
Data value: ServerName

I tried using IP address rather than ServerName, no change. Right now
clients are receiving a license because I'm still within the grace period,
but I'm afraid once the grace period expires they will no longer receive
licenses.
