Default Mercury/32 Content control fails to forward/delete after restarting

Mercury/32 3.32 on NT4Wsp6

After i restart Mercury following a reboot (its not running as a service), the content control malfunctions.

I have a series of 4 content control filters: the first three add unique "X-Spam-Whatever:" headers,
while the final one does a forward/delete redirecting the spammy messages to a spambox for
final checking and almost certain death.

After the restart, the messages will receive their appropriate "X-Spam-Whatever:" headers from the
first 3 filters but are not forward/deleted by the fourth filter.

Generally after I notice this, I tweak around, going into various dialogs,
wait a little while, then check again and the spam box has started filling up.

Anyone have a clue?

TIA,

EJP
