The icon column's data type is Identifier - it is a foreign key into
the Icon table. AFAIK, Identifier data types don't support property
resolution...

Why not have multiple shortcut table entries, one for each version, and
control the visibility of each shortcut by putting them into separate
features, whose install state is determined by your property.

A long winded approach, but worth a shot...
