Default USB(?) Installation Error

I think its a prob with my USB ports but when the Installation Wizard detects
a new hardware and I give it the green light to install, it starts
transfering files for a second and gives me a "The Data is Invalid" error,
the disk for the hardware im installing is in, so I try to just install it by
insterting the cd and going through all the steps it asks, but when I do
that, it required the USB device (in this case, the Bluetooth dongle for my
wireless rocketfish keyboard and mouse) so I put it in and it keeps telling
me to put the USB device in, I tried taking it out and putting it in a few
times in different USB ports but it still can't find it. So I assume its a
problem with the ports or the Register Entry so I have no idea what updates I
need for this problem to go away anyone? im using Windows XP pro service pack
2.
