I have a user who does not have any of her Internet Favorites showing in IE.
The links show up in the C:\Documents and Settings\username\Favorites folder
I tried to import her Favorites, but it would not allow me to specify a
location to import them to.
I reloaded Windows XPSP2 and it works fine under different profiles.
I changed the following registry keys:
HKCU\Software\Microsoft\Windows\Current Version\Explorer\Shell folders
HKCU\Software\Microsoft\Windows\Current Version\Explorer\User Shell folders
HKU\Software\Microsoft\Windows\Current Version\Explorer\Shell folders
HKU\Software\Microsoft\Windows\Current Version\Explorer\User Shell folders
HKU\(userID)\Software\Microsoft\Windows\Current Version\Explorer\Shell folders
to point to her Favorites
Is there anything else that can be done besides rebuilding her profile?

Try the following and see if it helps:
Go to Tool >Internet Options >Advanced tab
Uncheck “Enable Personalized Favorites Menu”
Click on Apply then click OK.

“Internet Explorer Favorites are missing/empty”.
Show All Items on the Start Menu or Favorites Menu
