Default Terminal Server Licencing problems



I initally had 5 per Device Cals on my Terminal Server. I discovered that I
should have used per User.

I called MS licencing and had them change it to 5 User licenses. They did
no probs, I added it in and left it.

Now, I purchased 5 more user Cals since more people want to use the service.
I added them in.

But I can only have the origional five users get on. In TS License Manager
I have the following lines:

Exiting Widnows 2000 Server - Terminal Services CAL Token (per device)
Built in, Total: Unlimited, and Unlimted Available
Windows Server 2003 - Terminal Server Per Device Cal Token, Type: Open,
Total 5, Available 1
Windows Server 2003 Terminal Server Per User Token, Type: Open, Total 5,
Avaailable 5
Windows Server 2003 Terminal Server Per User Token, Type: Open, Total 5,
Available 5

It looks like none of my per user Cals are being used? How do I use my per
User Cals? And not my device Cals. This is a legal purchase.
