W2K3 TS Licencing server Activation question

I've installed a new W2k3 terminal server - and added the TS licencing
component from add\ remove programs etc

(I'm following this MS article
http://www.microsoft.com/windowsserv...uickstart.mspx)

Now I want to activate the licencing server

No servers appear in the the Terminal Server Licensing console - so
clicking the 'Activate' button does nothing

Can someone pls tell me what I need to do activate my TS licencing server ?
