Try using a mandatory roamin profile. Anything stored to
the desktop will be removed at logoff. Alternatively, you
could redirect the desktop to a secure location, then use
NTFS permissions to lock down that location so no one can
write to it.

You can do this through group policies. Look
under "Folder Redirection"


You should be able to lock down the recycle bin by right
clicking on it.
