Default lock down without active directory

I want to allow my terminal service users to only see 2-4 applications on
their desktop. I do not want them to be able to launch anything from the
start bar.
I do not use active directory. Everything I see involves group policies
through AD.
Please point me in the right direction.
Thanks

Look at a program like WTSPortal from Terminal-Services.net, or Remote
Application Center 2.0. These are both low cost or free programs to publish
individual programs, instead of the entire desktop.
