is there any solution INCLUDED in windows 2000 server that allows me to
connect a modem, create a fax(printer) and share it on the network (5
users)?

There is no INCLUDED solution; the native Fax service on Windows 2000
(server and client) is stand-alone, single user and cannot be shared. The
Shared Fax Service is available from SBS 2000/2003 and Windows 2003 Server.

I'll test it on the NEW server that is running windows2003r2 instead of the
OLD one that runs windows2000
