Video Download limitation

We bout a new Dell and Windows 2000 was installed by
Dell. This was last month and we cannot download any
video title over 213MB. On our old server it was caused
by Seveice Pac 4, but am at a lost as to why it is
happening with the new system. Any suggestions.
