Default failover for Windows 2003 Routing and Remote Access

Hi,
I have one W2003 st ed server running RRAS for vpn (remote users). I would
like to get a second W2003 server as a failover of RAS service. Question: do
I have to install MSCS on both machine or can I use only the "network load
balancing tools" (Network Load Balacing (NLB) driver: nlbmgr.msc) to get a
faiolver of RAS between the primary server (active) and the secondary server
(standby) ?

Does this NLB solution need the software MSCS installed on both server ?

Thanks a lot for your reply.
