Default Error Message

I got this error message when I tried to remote desktop to the Windows 2000
server from a Windows XP. It says "the client could not establish a
connection to the remote computer. The most likely causes for this error
are:
1. Remote connections might not be enabled at the remote computer
2. The maximum number of connections was exceeded at the remote computer
3. A network error occurred while establishing the connection

I have tried to remove the Terminal Services through Add/Remove Windows
Components and reinstall it through Add/Remove Windows Components and still
got the same error message. Do you have any suggestions?

If I go to Services and right-click on Terminal Services, the "Start",
"Stop", "Pause", etc. are greyed out. Does it sound like a permission
problem? I logon as a local Administrator. Thanks.

Thanks.
