How can i send a message to a user when his session limit is reached?

Just *before* the idle session time-out limit is reached, you can
send a message through Terminal Services Manager.
After the idle session time-out limit is reached, the session is
either disconnected or reset (depending on your settings), and you
can't send a message, at least not to the session.
If the user is logged on to the domain on the client, you can send a
message with the msg <username> command. Type msg /? to see the
options.
