Default Winsock Error

I have a Windows 98SE system that cannot connect to the
Internet. I can access all LAN/WAN resources across
several subnets and 2 different buildings but I can't get
to anything on the Internet. I'm getting the usual cannot
find server error. If I run a winipcfg I get an error
stating "Failed to initialize Winsock". If a try to ping
anything I get an error stating "Unable to initialize
Windows Sockets interface, error code 0". I have tried
uninstalling and reinstalling TCP/IP, replacing all of the
Winsock dll's using the system file checker, and even a
different NIC. HELP!
