W98 always starts in 'Safe Mode'

My W98 will now only start in safe mode. No error message
is displayed. When I use 'F8' and select normal, Win
begins then 'clicks' to safe mode without explanation. Is
there a file that needs attention or a setting that has
been changed that makes Safe Mode the default ??
