Old Programs unable to install

I keep getting an error message when attempting to install old programs:"16
bit windows subsystem" System file not suitable....etc.

Tried compatability wizard...no help.

My son was just able to load one of these old programs on his new pc with no
problem.

Any ideas...suggestions....comments?
