Default Security Settings Read-only files on server



I am using Windows 2003 Server Standard & I am having trouble getting the
correct security settings applied. What I am trying to accomplish is an
environment where my users can Open files off of the shared drive in read-
only format, create files/ folders on the drive, but not be able to delete
files/ folders & more importantly not be able to save the file that they
opened as read-only with the same filename.

What I need to be able to do is allow the user to create files/ folders but
deny them the ability to overwrite existing content. However when I select
allow for the "create files/ write data" box then the user can save with the
same file name. When I select the "create folders/ append data" box but not
the "create files" box then the user can not write to the drive at all. It
seems to me that I should be able to allow one function & deny the other.

Any help that you could offer would be much appreciated, Thanks.
