Default WTS 2003: per user installation



Hi,
Our setup is generated with installshield 11. We have two steps for
installation: Once per machine (registering COM-DLLs, ...) and once per
user (copying template files to home-directory, some settings in HKCU, ...)
So first an adminstrator makes the machine install and then every user
executes the user installation. The users do not need any special rights
to execute the installation.
This works fine on Windows XP Pro and Home.

Now we have installed the application on a Windows Terminal Server 2003.
I'm not able to execute the user installation, except if I add the user
to the adminstrators group :-/

I tried modifiying the group policies to always install elevated (both
machine and user), but even that didn't help. I always get the message
that there are restrictions that prevent the installation.

How can I enable a per user installation on WTS 2003? Do I need to set
something special during creation of the msi package? Or Do I need to
change settings on the terminal server?
