Default Accessing Web Site by IP

I can only access my web site by typing in the IP address in the browser.
Out side my network I can access my web site by the name. Why can't I access
by name within my network?

Before that can be answered you must tell us more about your network.

Is your website hosted locally?
Do you have a local DNS server?
Are you part of an Active Directory domain?
If you are part of an AD Domain, is its name the same as the public domain
name?

You will have to create records for your website on your local DNS server
that point to the private IP of the webserver.
